About the language, you can not remove the English language, you can just change the status. Bu the language will always appear inside the administration. Like it"s mandatory information, you must fill the english title.

February 27, 20197 yr About the seo, You must configure the seo in Configuration / Seo (Default) After you can customize inside the product for example. The seo is displayed in function your language. Like the english is off, the search engine will be crawling the french.
